Describe the Issue
The current Standardbred rules do not establish a sufficiently clear and consistent requirement for a horse to requalify following an unsatisfactory performance in a pari-mutuel race.
This proposal addresses two specific circumstances on a fast track: (1) a horse finishing more than 35 lengths behind the winner; and (2) a horse failing to meet the applicable qualifying time. The proposal also recommends tightening the existing Standardbred qualifying times by one second while retaining the existing additional one-second allowance for maidens.
What specific problems or concerns are involved in this issue?
The current Rule 374(k) provides that a horse “distanced on a fast track may be required to perform in a qualifying race.” This creates discretion where a more objective and consistent minimum performance standard would be appropriate.
Standardbred Canada defines “distanced” as a horse finishing more than 35 lengths behind the winner. Incorporating that objective standard into the rule would provide greater clarity and consistency.
There is also currently no specific provision requiring a horse that fails to meet the applicable qualifying time while racing on a fast track to requalify before racing again. The proposed amendment establishes measurable minimum performance standards while preserving the Judges Board's discretion where a performance was materially affected by interference, broken equipment or other exceptional circumstances.
Who does the issue affect?
The proposal affects Standardbred horses competing in Alberta, as well as owners, trainers, drivers, racetracks, racing officials, racing secretaries and the wagering public.
What existing HRA rules relate to this issue?
Rules 371 and 374 are directly applicable. In particular, Rules 374(e), 374(g), 374(j), 374(k) and 374(l) relate to qualifying requirements and the Judges Board's authority regarding individual horse performance. Rule 380 should also be reviewed to ensure that the proposal is administered as a qualifying and minimum-performance standard rather than as an eligibility rule based solely upon a horse's time record.
What solution does this proposal provide?
Amend Rule 374(k) to require a horse finishing more than 35 lengths behind the winner on a fast track to satisfactorily requalify before racing again, subject to legitimate exceptional circumstances. Add a new provision requiring a horse that fails to meet the applicable qualifying time while racing on a fast track to satisfactorily requalify before racing again, subject to the same discretion. The proposal also recommends reducing the applicable Standardbred qualifying times by one second.
How will the solution fix the problem?
The proposed amendments will establish clear, objective and consistent minimum performance standards for Standardbred horses competing in Alberta. Requiring horses that finish more than 35 lengths behind the winner or fail to meet the applicable qualifying time on a fast track to requalify will promote competitive racing, horse welfare and public confidence. Retaining the Judges Board's discretion in exceptional circumstances will ensure fairness while reducing inconsistent application of the rules.
How will the change affect any entities or stakeholders?
Owners and trainers may occasionally be required to qualify a horse before its next pari-mutuel start. Racing officials and racing secretaries will have clearer standards to administer. Racetracks and the wagering public should benefit from more competitive racing fields and greater consistency in the application of qualifying requirements.
What are the benefits of the proposed change?
The proposal provides clearer and more consistent qualifying standards, promotes competitive racing, establishes an objective definition of a distanced horse, encourages horses to maintain minimum performance standards and supports confidence in the racing product among participants and the wagering public. It also preserves necessary discretion for legitimate circumstances outside the control of the horse or participant.
What are the possible drawbacks of the proposed change?
Some horses will be required to qualify more frequently, potentially creating additional expense or inconvenience for owners and trainers. There may also be circumstances where a horse's performance was adversely affected through no fault of its own. The proposed exceptions for interference, broken equipment and other exceptional circumstances are intended to address those situations.
For those stakeholder groups that have expressed an opinion, please list the points on which they agree or disagree, and the arguments they have expressed.
The Alberta Standardbred Horse Association (ASHA), through Nancy Retzlaff, has confirmed its support for the proposed rule change.
Allen Goodsell, Racing Manager at Century Mile and Century Downs, supports the direction of the proposal.
Josh Murphy, Assistant Racing Manager at Century Downs, supports stricter qualifying standards to improve racing competitiveness. He also recommends reviewing track variants and requiring two satisfactory qualifiers for horses returning after 365 days.
Raeann Gemmill, Race Secretary, supports clearer standards for horses finishing more than 35 lengths behind the winner, while retaining Judges Board discretion. She expressed concerns regarding Alberta's limited horse population, stricter qualifying times, track variants, differences between racetracks and mandatory multiple qualifiers following extended layoffs.
Overall, feedback supports improving qualifying standards while recognizing the need for flexibility and consideration of Alberta's racing conditions.
Are there any affected stakeholder groups that have not been consulted on this proposal?

Submit proposed amendments to those rules to comply with changes that would be made by this proposal.
The proposed amendment primarily affects Rule 374 of the Standardbred Racing Rules.
Rule 371 already provides authority for the Racing Secretary to establish qualifying standards, subject to approval by the Judges Board. No amendment to Rule 371 is proposed.
Existing Rule 374(e) addresses horses placed on the qualifying list, while Rule 374(g) provides the Judges Board with authority concerning individual qualifying performances. Both provisions remain applicable without amendment.
Existing Rule 374(l) must be renumbered Rule 374(m) to accommodate the proposed new Rule 374(l).
Rule 380 should be reviewed for consistency with the proposed qualifying requirements. No additional amendment to Rule 380 is proposed at this time.
No other consequential rule amendments have been identified.
