Describe the Issue

Currently in our rule book there is no rule regarding filing of protests for Thoroughbreds. There is a rule covering this for Standardbreds (283s).

What specific problems or concerns are involved in this issue?

At the moment there is no clear avenue in our rule book for thoroughbred participants to file a protest.

Who does the issue affect?

Thoroughbred participants.

What existing HRA rules relate to this issue?

Rule 283s (283s, 285s)

What solution does this proposal provide?

We suggest adopting the standardbred rule 283s (284s, 285s) to be a general rule covering all breeds with the appropriate changes in wording.

How will the solution fix the problem?

Adopting rule 283, 284, 285 and using it as a general rule provides thoroughbred racing the same ability to lodge a protest.

How will the change affect any entities or stakeholders?

Gives Thoroughbred participants clear direction when lodging a protest.

What are the benefits of the proposed change?

Gives Thoroughbred participants clear direction when lodging a protest.

What are the possible drawbacks of the proposed change?

None

For those stakeholder groups that have expressed an opinion, please list the points on which they agree or disagree, and the arguments they have expressed.

HBPA rep Mike Vanin has been asked to look at the proposed change. ACTRA rep Lynette Braun has been asked to look at the proposed change. AQHRA rep Shelley Hawthorne has been asked to look at the proposed change.

Are there any affected stakeholder groups that have not been consulted on this proposal?
