HBPA (Mike Vanin) Thank you for sending over these petitions. We support two of them, but we do not support the proposed changes regarding limitations to entries.
We supported the rule when it was initially implemented and strongly believe that changing it mid-season undermined the HRA's rule-change process and enforcement. We believe the current 21-day limit should remain in effect. Furthermore, it should work in conjunction with a rule that places a horse on the vet list if it is beaten multiple lengths three times in a row. Specifically, I believe the rule should apply when a horse is beaten by the preceding horse by 13 lengths, rather than simply beaten by 13 lengths total.
ACTRA (Lynette Braun) Rule 157t - We agree with deleting the following from the rule -Horses may start no more than 4 starts within any 56 day (rolling eight week) window -Horses beaten by over 12 lengths in 3 consecutive starts are ineligible to race and will be added to the official veterinarian's list -In regards to (A horse is not permitted to start more than twice in any previous twenty-one (21) day period) ACTRA would like this changed TO (A horse is not permitted to start more than twice in any previous twenty (20) day period) I do not have numbers yet as to how many horses could not enter yet because of 1 day but our racing secretary in Lethbridge had to move races around to make a card some weekends. I am working on getting a list from the racing secretary. We originally requested that it to be written as (A horse is not permitted to start 3 consecutive weekends
ASHA (Nancy Retzlaff) Thanks for the opportunity to comment. I reviewed with some ASHA colleagues as well as Bret. We have no issues with the rule changes proposed. Regarding rule 157 t, I’m not sure if this rule can be amended as a change was just implemented last year. There have been a lot of discussions re: the impact in the real world.
Are there any affected stakeholder groups that have not been consulted on this proposal?
