Describe the Issue
The purpose of this amendment is to modernize Alberta's jockey-agent rules and provide greater flexibility in the management of riding engagements.
Alberta operates with a relatively limited pool of jockey agents. Allowing one licensed agent to represent up to four jockeys would provide riders with greater access to professional representation while reducing the need for individual jockeys to manage their own riding engagements.
Providing an additional position specifically for an apprentice jockey would also support the development of new riders. Apprentice jockeys are often among the riders who would benefit most from assistance in obtaining mounts, communicating with trainers and managing their riding commitments.
The proposed structure would therefore allow an agent to represent:
4 licensed jockeys + 1 apprentice jockey = maximum of 5 riders
The fifth position would be reserved exclusively for an apprentice jockey and could not be used to represent an additional journeyman jockey.
What specific problems or concerns are involved in this issue?
The proposed amendment is intended to:
- Improve access to licensed jockey agents for Alberta riders;
- Reduce administrative demands on jockeys who currently manage their own riding engagements;
- Improve communication between jockeys, trainers and the race office;
- Provide additional support and opportunities for apprentice jockeys;
- Encourage the recruitment and development of apprentice riders in Alberta; and
- Provide greater flexibility within Alberta's jockey colony while maintaining appropriate regulatory oversight of jockey agents.
Who does the issue affect?
Jockeys and Jockey Agents
What existing HRA rules relate to this issue?
214T
What solution does this proposal provide?
The proposed rule would increase access to professional jockey-agent representation within Alberta's racing industry by allowing each licensed jockey agent to represent up to four jockeys and one additional apprentice jockey.
This provides greater flexibility within Alberta's jockey colony, reduces the number of riders required to manage their own riding engagements, and improves communication and coordination between jockeys, trainers and the race office.
The additional position reserved specifically for an apprentice jockey also provides an incentive for established agents to represent developing riders and assists apprentice jockeys in obtaining riding opportunities and establishing themselves within Alberta's racing industry.
How will the solution fix the problem?
The proposed rule will address the problem by increasing the number of jockeys who can be represented by the existing pool of licensed jockey agents.
Allowing each agent to carry the books of four jockeys will give more riders access to professional representation without requiring additional agents to be recruited or licensed. This will reduce the number of jockeys who are required to manage their own riding engagements and improve the coordination of mounts between jockeys, trainers and the race office.
Allowing an agent to represent one additional apprentice jockey will specifically help developing riders who may otherwise have difficulty obtaining representation. By making the apprentice position additional to the four regular jockey positions, an agent can take on an apprentice without giving up an established jockey from their existing book.
This provides a practical solution using the existing jockey-agent structure while improving access to representation and supporting the development of apprentice jockeys in Alberta.
How will the change affect any entities or stakeholders?
The proposed change is expected to have a positive and limited administrative impact on industry stakeholders.
Jockeys: More jockeys will have access to professional representation to secure and manage riding engagements, reducing the need for riders to manage their own books.
Apprentice Jockeys: Apprentices will have increased opportunities to obtain representation because the apprentice position will be additional to the four regular jockey positions represented by an agent.
Jockey Agents: Agents will be permitted to represent a larger number of riders, providing greater flexibility in managing their books while remaining subject to HRA licensing and regulatory requirements.
Trainers and Owners: Trainers and owners will have a more centralized and efficient process for communicating with agents and securing jockeys for their horses.
Race Office and HRA: The change should improve coordination of riding engagements while requiring minimal additional administration or regulatory oversight.
Overall, the proposed change expands access to jockey-agent services while maintaining the existing licensing and regulatory structure.
