Describe the Issue
Lack of headers/ gate crew T RMTC and Grand Prairie.
What specific problems or concerns are involved in this issue?
Very few trainers head their own horses. Many are women and older men who cannot head their own.
Who does the issue affect?
All owners and trainers who race at thes two B tracks.
What existing HRA rules relate to this issue?
None known
What solution does this proposal provide?
Proposal is for race tracks to provide gate crews for the races.
How will the solution fix the problem?
Trainers (and owners)no longer would have to pay a fee for every horse headed. Also the difficulty of arranging headers is very real..much time and energy to secure headers.
How will the change affect any entities or stakeholders?
Take away an onerous charge not having to be paid at A tracks and the difficulty finding people to head.
What are the benefits of the proposed change?
Save time, aggravation and money for owners/ trainers.
What are the possible drawbacks of the proposed change?
None, except tracks would now cover this function as at every other track I have ever raced at. Even 1-3 week fair meets and all other lengthier meets in the 8 states I have been licensed and raced in provide gate crews.
For those stakeholder groups that have expressed an opinion, please list the points on which they agree or disagree, and the arguments they have expressed.
I haven’t met with any groups, but have frequently heard from trainers that it is unfair we have to find and pay for headers.
Are there any affected stakeholder groups that have not been consulted on this proposal?
Have not consulted with any.
