Having spoken via telephone with GROOM, ROBERT JOHN THACKER, PERM. ADD.: DAYSLAND, ALBERTA, CANADA, D.O.B. AUGUST 10, 1977, on Tuesday, May 26, 2026, regarding Ruling #107 dated September 5, 2025 issued by HORSE RACING ALBERTA;
And having received confirmation from Dynacare Laboratory on August 29, 2025 that
Mr. Thacker tested POSITIVE for an ILLICIT drug;
It is hereby ordered that Mr. Robert John Thacker was suspended from all Alberta racetracks, including grandstand access, for a period of thirty (30) calendar days and fined the sum of two hundred dollars ($200.00);
And further, having SERVED his SUSPENSION and PAID his FINE, Mr. Thacker must provide a negative drug sample satisfactory to the Board of Stewards prior to being eligible to apply for a 2026 HORSE RACING ALBERTA licence.

OWNER/TRAINER, AUTHORIZED AGENT, RICHARD WILLIAM HEDGE, PERM. ADD.: LEDUC, ALBERTA, CANADA, D.O.B.: MAY 11, 1948, is hereby FINED THE SUM OF SEVEN HUNDRED AND FIFTY DOLLARS ($750.00) for his unprofessional conduct during training hours towards another racing participant on Thursday, May 21, 2026.
Mr. Hedge is also ordered to complete an Anger Management course, place and location to be determined by the HORSE RACING ALBERTA Manager of Backstretch Development.

APPRENTICE JOCKEY, RICHARD MARK BALGOBIN, PERM. ADD.: VANCOUVER, BRITISH COLUMBIA, CANADA, D.O.B. APRIL 1, 2008, is hereby granted an extension of his apprenticeship allowance for thirty-one (31) calendar days, commencing May 22, 2026, and ending at midnight on June 21, 2026.
This extension is granted due to mitigating circumstances and in the interest of fairness to Apprentice jockey Richard Balgobin.

MAY 18, 1958, is hereby FINED THE SUM OF TWO HUNDRED DOLLARS ($200.00) for his unprofessional conduct in advising his apprentice jockey (Richard Balgobin) to book off his mounts without the Board of Stewards permission, following the running of Race 4 on Saturday, May 16, 2026, causing the races to be delayed.
In accordance with HORSE RACING ALBERTA Rule 286, 287(xxx), 296(1)(a)(2)(a).
In accordance with HORSE RACING ALBERTA Rule 297 fine to be paid within ten (10) days.
- If a fine remains unpaid after ten (10) days from its imposition, any licence held by the violator is automatically suspended until the fine is paid in full, unless the Board of Stewards directs otherwise.
- HORSE RACING ALBERTA may publicize decisions of the Board of Stewards in any manner it considers appropriate, and that is in the interests of Horse Racing.
