    Describe the Issue

    Amend HRA Rule 226 g to remove mandatory head numbers in Thoroughbred and Quarter Horse races.

    Retain the horse’s numbered saddlecloth and require the jockey to wear an HRA-approved numbered armband on each upper arm. Both armbands must display the same number as the horse’s saddlecloth and official program.
