The Rules Governing Horse Racing in Alberta are AMENDED as follows:
Chapter 3: General Horse Racing Rules Part 2 Race Meetings \ Division 1 Trainers’ Responsibilities
The following rule is AMENDED to read:
147 t Special rules for thoroughbred racing
(1) A *trainer may not have in their charge, in their capacity as a trainer, nor may a trainer train a *horse, in which a *jockey has a direct or indirect ownership interest.
(2) Trainers must have their horses suitably shod for the track condition. In any event, should a trainer wish to race a horse without shoes, he or she may be permitted to do so with the approval of the Board of Stewards.
(3) At thoroughbred *race meetings, each trainer is responsible for
(a) the eligibility of horses in the trainer’s care, and
(b) the accuracy of the weight shown on the *entry form of all horses in the trainer’s care, and
(c) any Canadian foaled thoroughbred must be registered with the Canadian Thoroughbred Horse Society prior to being allowed to race.
(4) A trainer is jointly responsible for all acts and omissions of an assistant trainer under their supervision or who substitutes for the trainer.
(5) A trainer who, at the request of the *stewards board or the paddock *judge saddles a horse that is not under the trainer’s care, is not responsible for any conduct or activity relating to the horse before the horse came under that trainer’s care.

Century Downs (CDR) and Century Mile (CMR) Industry Updates
Project Updates:
- Century Downs Re-sloping/Grading of Racetrack:
Status update: Completed. The track has been surveyed and reset to the original design with GPS heavy equipment by KLS Earthworks and Environmental. - Century Downs to install insulation, heat, and assessable hot water in Barn #3, #4, #5, #6. Scheduled to be completed by April 1, 2024, or sooner.
Status update: Insulation Completed. Heaters hung, finishing touches on mechanical and electrical. - Century Downs procured the same Thoroughbred/ Quarter Horse race surface material as used at the Century Mile and will be utilized for the Fall 2024 Thoroughbred/Quarter Horse race meet.
Status update: Completed. - Century Downs installing racetrack lights. Scheduled to be implemented by April 1, 2025, or sooner.
Status update: Initial drawings of light fixtures received. Light fixture and electrical infrastructure fitup quoting underway.
Racing and Backstretch Updates:
- HRA will conduct a racetrack inspection confirming the track’s suitability to conduct safe live racing. Any deficiencies or recommendations identified will be accessed and addressed in a timely manner.
- Ensure each racetrack accommodates standardized and consistent sloped turns suitable for each breed to race on interchangeably.
- Ensure a suitable and safe racing surface supervised by a dedicated and experienced Track Superintendent for each breed.
- HRA and industry have established an A-Track Safety and Improvement Subcommittee to monitor and report on the progress and performance of the investments being completed at CDR and CMR as indicated above in point one. The initial kick off meeting took place on January 17, 2024.
- Century would like to welcome back the standardbreds to Century Downs for their 2024 race season and welcome back the thoroughbreds and quarter horses to Century Mile for their 2024 racing season.

The following rule is AMENDED to read:
Rule 130 g EIPH eligibility requirements
(1) The official veterinarian may certify a horse as eligible for the EIPH Program after the horse has been examined with endoscopy by a Horse Racing Alberta licensed veterinarian to verify the horse does have pulmonary hemorrhage, and the trainer verifies, on a prescribed form, that they have determined that it would be in the horse's best interest to race with furosemide and be placed on the EIPH certified list.
(2) The official veterinarian must certify a horse as eligible for the EIPH Program if the stewards/judges board or the official veterinarian certifies, on a prescribed form, that
(a) they have received documentation that the horse is qualified for the EIPH Program in another jurisdiction,
(b) the certification is made by a veterinarian in the other jurisdiction who performs the duties ordinarily performed by the official veterinarian in Alberta, and
(c) the other jurisdiction is recognized by Horse Racing Alberta for the purpose of this section.
