The Project
The purpose of this project is to guide the horse racing industry in the development of a new governance model that is independent of the Government of Alberta and to support an orderly transition to the new model. Currently, the horse racing industry is governed by Horse Racing Alberta (HRA), a corporation established under the Horse Racing Alberta Act (the “Act”).

The Act also establishes an Appeals Tribunal to hear appeals of the decisions of racing officials. EDMONTON, ALBERTA – Horse Racing Alberta (HRA) is pleased to announce the appointment of Diana McQueen as Chair of the Board effective May 1, 2021.

Ms. McQueen has a strong and diverse background in business, industry, human resources, stakeholder/public relations, regulatory and governance expertise. Diana’s professional experience includes Senior Policy advisor and business development manager in the fields of Energy, Environment, Regulatory, Indigenous Relations and Municipal Issues. She is highly experienced in governmental affairs, having held various Alberta provincial cabinet roles including Minister of Energy, Minster of Environment & Water, Minister of Environment & Sustainable Resource Development and Climate Change, Minister of Municipal Affairs, and member of numerous committees such as Treasury Board, and Agenda & Priorities.

Diana has a consulting business that specializes in business development and government relations at the municipal, provincial, federal and international government levels. She has been very active in her community and has served on the board of Children and Family Services, school board chair and trustee, and as the Mayor of Drayton Valley.

Diana is looking forward to her new role, “I am excited to be part of the future of horse racing in Alberta. I am a big fan of horse racing; and this is an opportunity to bring my governance skills to the table. I am looking forward to working closely with all of the HRA Board members, management and staff, racetrack operators, industry associations and their members.” Her extensive background will bring valuable experienced leadership to Horse Racing Alberta and a resolute advocate for the Alberta Horse Racing and Breeding industry.

The Rules Governing Horse Racing in Alberta are AMENDED as follows:

Chapter 3: General Horse Racing Rules, Part 2 Race Meetings, Division 5 Race Day

The following rule is AMENDED to read:

Rule 218 g Race horses shipped in

(b) horses must arrive as follows:

i. a thoroughbred or quarter horse entered for a *race at any racetrack in Alberta must arrive at the *race track no later than 10:00 am on the *day of the race for a Veterinarian check regardless of post-time;

ii. a standardbred horse entered for a race at any racetrack in Alberta must arrive at the race track no later than 10:00 am on the day of the race regardless of post-time;

Rule 218 g Race horses shipped in previously stated

(b) horses must arrive as follows:

i. a thoroughbred or quarter horse entered for a *race at any racetrack in Alberta must arrive at the *race track no later than 7:00 a.m. on the *day of the race for a Veterinarian check, regardless of post-time;

ii. a standardbred horse entered for a race must arrive at the race track no later than 1 hour before the first scheduled race of the day;

DIRECTIVE NO. 183-2021 - ALL BREEDS

The Rules Governing Horse Racing in Alberta are AMENDED as follows:

Chapter 2: Licensing Rules, Part 2 Racing Participants: Designation and Licensing, Division 2 Trainer’s Licences

The following Rule 66 g is REPEALED:

Rule 66 g Suspension or revocation

4) If a *trainer’s licence is suspended because of a positive drug analysis of a horse under the *trainer’s care,

a) the suspension or revocation takes effect immediately after completion of all engagements for which the trainer and horses trained by the trainer are programmed, and

DIRECTIVE NO. 182-2021 - ALL BREEDS

The Rules Governing Horse Racing in Alberta are AMENDED as follows:

Chapter 3: General Horse Racing Rules, Part 1 Administration of Horse Races and Veterinary Care, Division 4 Exercise Induced Pulmonary Hemorrhage

The following is AMENDED to read:

EIPH Program Certification- Major Thoroughbred/ Major Quarter Horse/ Major Standardbred
No 2-year-old Thoroughbred, Quarter Horse, or Standardbred will be eligible for the EIPH Program.

Previously stated:

EIPH Program Certification- Major Thoroughbred/ Major Quarter Horse/ Major Standardbred
No 2-year-old Thoroughbred or Quarter Horse will be eligible for the EIPH Program.

DIRECTIVE NO. 181-2021 - THOROUGHBRED

The Rules Governing Horse Racing in Alberta are AMENDED as follows:

Chapter 3: General Horse Racing Rules, Part 2 Race Meeting, Division 2 Entries and Nominations

The following Rule 153 t is AMENDED to read:

Rule 153 t Conditions on entering horses in races

( 1 ) A *horse may only be entered in a *horse race if

(a) In the case of a horse entered in a thoroughbred *race, the horse has been registered with The Canadian Thoroughbred Horse Society or, if U.S. Bred, registered with The Jockey Club;

( 1 ) A *horse may only be entered in a *horse race if

(a) In the case of a horse entered in a thoroughbred *race, the horse has been registered with The Jockey Club;

DIRECTIVE NO. 180 - 2021 - STANDARDBRED

The Rules Governing Horse Racing in Alberta are AMENDED as follows:

Chapter 3: General Horse Racing Rules, Part 6 Standardbred Racing, Division 3 Types of Horse Races, Declarations and Post Positions

The following Rule 387 s is AMENDED to read:

Rule 387 s Eligibility for declarations

(g) A horse shall not be eligible to be declared in to race at any raceway unless the horse is at least two years of age but not older than 14 years of age.

Rule 387 s Eligibility for declarations previously stated:

(g) the horse is at least 2 years old but not older than 17 years old

DIRECTIVE NO. 179 - 2021 - THOROUGHBRED AND QUARTER HORSE

The Rules Governing Horse Racing in Alberta are AMENDED as follows:

Chapter 3: General Horse Racing Rules, Part 2 Race Meetings, Division 2 Division 2 Entries and Nominations

The following Rule 163 t is AMENDED to read:

Rule 163 t Prohibitions on entries

1) Subject to subrule (2), if a *horse is aged 13 years or more:

a) the horse is ineligible for; and
b) a person must not enter or start the horse in, any *race

2) The *stewards board may give their express permission for a *horse aged 13 years to start in a *race/s during its 13-year-old racing season, if:

a) the trainer provides to the *stewards board a veterinary report in respect of the horse's condition and suitability to race, and any other information, examination or report as required by the *stewards board; and
b) the *stewards board are satisfied that the horse is suitable to race.

3) Any permission granted by the *stewards board under subrule (2) expires at the conclusion of the *horse's 13-year-old racing season, or earlier as provided by the *stewards board.

4) Upon a *horse turning 14 years of age, it is immediately retired and de-registered under these Alberta Rules and is ineligible to race, trial or be trained.

5) If a *horse aged 13 years participates in any *race without the permission of the *stewards board in accordance with this rule, or if a *horse over 13 years participates in a *race, the *horse may be disqualified from the relevant *race.

Rule 163 t Prohibitions on entries previously stated:

(1) Seven year old and older *horses who are *maidens may not be entered in major thoroughbred *horse races.
