In the opinion of the Board of Judges, OWNER/TRAINER/DRIVER/AUTHORIZED AGENT, MISC. - OUTRIDER, MARIE CHARLOTTE BROOKING, PERM. ADD.: CALGARY, ALBERTA, CANADA, D.O.B.: FEBURARY 7, 1971, did violate HORSE RACING ALBERTA Rule 123(1), 286(a), and 296(1)(a)(2)(a); Any person responsible for a horse stabled at a Horse Racing Alberta licensed racetrack must provide proof of a negative Equine Infectious Anemia (Coggins test). The test must be dated within the past 12 months (365 days) and submitted at least 48 hours before admittance to the racetrack. Proof of the negative test must be reported to Horse Racing Alberta Security. For full requirements, refer to Policy RLP012 Equine Infectious Anemia Policy. A person violates these rules who, in the opinion of the judges/stewards board, conducts themselves in a manner prejudicial to the best interest of horse racing; The judges/stewards board may make an order, ruling or direction if it finds that a person has violated the Act, these or any other rules, track rules, or conditions. The judges/stewards board may impose any one or more of the following sanctions: a fine not exceeding $100,000; for failing to notify HORSE RACING ALBERTA Security that the horse “LEONARDO DA LINDY” would be shipped-in to Century Mile Racetrack on Monday, September 21, 2026.
PENALTY: MARIE BROOKING is hereby FINED THE SUM OF ONE HUNDRED DOLLARS ($100.00).
In accordance with HORSE RACING ALBERTA Rule 297(1), fine to be paid within ten (10) days.
(If fine remains unpaid after ten (10) days from its imposition, any licence held by the participant shall be suspended until the fine is paid in full, unless the Board of Judges otherwise directs.)
MEETING: The Track on 2, Lacombe, Alberta, Canada - September 23, 2026
In the opinion of the Board of Judges, OWNER/TRAINER/DRIVER, AUTHORIZED AGENT, KELLY ORVIN HOERDT, PERM.ADD.: BEAMOUNT, ALBERTA, CANADA, D.O.B. MARCH 20, 1966, did violate HORSE RACING ALBERTA Rule 456(vii); A monetary penalty and/or suspension may be applied by the starter of by the Judges for any of the following violations contained in subsections (i)-(vii). In addition, the Judges may place the offending horse for a violation of subsections (iii), (iv) or (vi) of this rule: failure to come into position or remain in position on the gate; while driving #8 “Y V LARCENY” in Race 5, Wednesday, September 16, 2026.
PENALTY: KELLY HOERDT is hereby FINED THE SUM OF FIFTY DOLLARS ($50.00).

JOCKEY, OMAR AMADOR HERNANDEZ, PERM. ADD.: LEDUC, ALBERTA, CANADA, D.O.B. APRIL 2, 1991, is hereby SUSPENDED FROM RIDING IN A RACE FOR ONE (1) DAY, FRIDAY, SEPTEMBER 11, 2026 AND FINED THE SUM OF ONE HUNDRED AND NINETY-FIVE DOLLARS ($195.00) for misuse of the Riding Crop (by applying the riding crop more than six (6) times during the race) while riding #2 “TEAM RIP 109” in Race 1, Saturday, September 5, 2026. (Fifth offence.)

On Friday, October 2, 2026, the Board of Judges issued HORSE RACING ALBERTA Ruling 2026 – 103 against TRAINER, AUTHORIZED AGENT, MATHEW PATRICK HOWLETT regarding an indefinite suspension pending a review by the Director, Regulatory and Supervisor of Racing, Chuck Ibey. It is ordered by the Director, Regulatory and Supervisor of Racing, that HORSE RACING ALBERTA Harness Ruling 2026 – 103 be AMENDED as follows:
On Saturday, September 26, 2026, at Century Mile Racetrack and Casino at Edmonton International Airport in Alberta TRAINER, AUTHORIZED AGENT, MATHEW PATRICK HOWLETT, PERM. ADD.: WEST ST. PAUL, MANITOBA, CANADA, D.O.B. MAY 10, 2000, did violate HORSE RACING ALBERTA Rule 286(1); A person violates these rules who, in the opinion of the Director, Regulatory and Supervisor of Racing, if a person conducts themselves in a manner that is prejudicial to the best interest of horse racing; and HORSE RACING ALBERTA Rule 286(2), 286(3)(f) and 287(3)(a).
On Saturday, September 26, 2026, the horse “THE GREAT CAPTAIN” was scratched from the first (1st) race by the HORSE RACING ALBERTA Official Veterinarian, Dr. Dale Gibson for “lameness”.
Mathew Howlett was directed by his father, the owner, to take “THE GREAT CAPTAIN” to the racetrack between races and go a training mile. Mathew Howlett was observed on the racetrack going a training mile with “THE GREAT CAPTAIN” by Dr. Gibson and other officials between races. This was done in front of the public and other racing participants. This was a blatant disregard for the Health and Welfare of “THE GREAT CAPTAIN”.
PENALTY: MATHEW HOWLETT is hereby SUSPENDED FROM ALL RACETRACKS IN ALBERTA (INCLUDING GRANDSTAND) UNDER THE SUPERVISION OF HORSE RACING ALBERTA FROM OCTOBER 6, 2026 UNTIL OCTOBER 6, 2027. MATHEW HOWLETT is also FINED THE SUM OF FIVE THOUSAND DOLLARS ($5,000.00).
In considering mitigating factors:
MATHEW HOWLETT’s Licence is SUSPENDED FROM OCTOBER 6, 2026 UNTIL JANUARY 6, 2027. The balance of this suspension will be STAYED providing he has no further occurrences regarding Animal Health and Welfare during the period of October 6, 2026 to October 6, 2027. MATHEW HOWLETT’S fine will be also be REDUCED TO ONE THOUSAND DOLLARS ($1,000.00).
In accordance with HORSE RACING ALBERTA Rule 297(1) and Rule 297(2) the fine is to be paid within ten (10) days. If the find remains unpaid after ten (10) days, his licence will remain suspended until the fine is paid.
MATHEW HOWLETT must meet with the Director, Regulatory and Supervisor of Racing to apply for a licence in 2027.
Note: All horses presently entered to race on Wednesday, October 7, 2026 race card will be allowed to race. Neither MATHEW HOWLETT or DONALD HOWLETT will be allowed at Century Mile Racetrack and Casino or in the grandstand.

It is ordered by the Director, Regulatory and Supervisor of Racing, that HORSE RACING ALBERTA Harness Ruling 2026 – 101 be AMENDED as follows:
On Saturday, September 26, 2026, OWNER, DRIVER, DONALD EDWARD HOWLETT, PERM. ADD.: WEST ST. PAUL, MANITOBA, CANADA, D.O.B. AUGUST 13, 1968, did violate HORSE RACING ALBERTA Rule 286(1)(a) at Century Mile Racetrack and Casino located at the Edmonton International Airport in Alberta; A person violates these rules who, in the opinion of the judges/stewards board, conducts themselves in a manner prejudicial to the best interest of horse racing, and HORSE RACING ALBERTA Rule 286(2), 286(3)(a)(d)(e)(f) and 287(3)(a).
DONALD HOWLETT upon learning his horse “THE GREAT CAPTAIN” was scratched from the first race by the HORSE RACING ALBERTA Official Veterinarian, Dr. Dale Gibson, sought out and argued with Dr. Gibson regarding his horse being scratched. This interfered with duties of Dr. Gibson in observing other horses on the track.
DONALD HOWLETT later instructed his son, MATHEW HOWLETT, the trainer of “THE GREAT CAPTAIN” to take the said horse and train it between races. “THE GREAT CAPTAIN” was observed and identified on the track by Dr. Gibson and other officials. This was done in front of other racing participants and the public. This was done despite the horse being scratched due to lameness by Dr. Gibson. This is a blatant disregard for the health and welfare of the horse “THE GREAT CAPTAIN” and the decision by Dr. Gibson that the horse was too lame to participate on September 26, 2026.
PENALTY: DONALD HOWLETT’S Owner, Driver Licence is hereby SUSPENDED FROM OCTOBER 6, 2026 FROM ALL RACETRACKS IN ALBERTA (INCLUDING GRANDSTAND) UNDER THE SUPERVISION OF HORSE RACING ALBERTA AND WILL NOT BE PERMITTED TO APPLY FOR A HORSE RACING ALBERTA LICENCE UNTIL OCTOBER 6, 2027. DONALD HOWLETT is also FINED THE SUM OF FIVE THOUSAND DOLLARS ($5,000.00).
In consideration of the mitigating factor that DONALD HOWLETT has not had any other occurrence related to his Conduct or Animal Health and Welfare, he will be SUSPENDED FROM OCTOBER 6, 2026 TO APRIL 6, 2027 with the balance of his suspension STAYED pending no further incidents of Animal Health and Welfare until October 6, 2027. His fine will also be REDUCED TO $2,500.00.
In accordance with HORSE RACING ALBERTA Rule 297(1) and 297(2) the fine is to be paid within ten (10) days. If the fine remains unpaid after ten (10) days, his licence will remain suspended until the fine is paid.
DONALD HOWLETT must meet with the Director, Regulatory and Supervisor of Racing at the time of applying for a licence in 2027.

MAY 10, 2000, did violate HORSE RACING ALBERTA Rule 286, is hereby INDEFINITELY SUSPENDED FROM ALL RACETRACKS IN ALBERTA (INCLUDING GRANDSTAND) UNDER THE SUPERVISION OF HORSE RACING ALBERTA as of Sunday, October 4, 2026, pending review by the Director, Regulatory and Supervisor of Racing, Chuck Ibey, of an incident which occurred on Saturday, September 26, 2026 at Century Mile Racetrack and Casino involving the horse “THE GREAT CAPTAIN”.
The incident involved taking the horse “THE GREAT CAPTAIN” to the track between races and train the horse after being scratched from the 1st race on Saturday, September 26, 2026 for lameness by the Official Veterinarian.

AUGUST 13, 1968, did violate HORSE RACING ALBERTA Rule 286, is hereby INDEFINITELY SUSPENDED FROM ALL RACETRACKS IN ALBERTA (INCLUDING GRANDSTAND) UNDER THE SUPERVISION OF HORSE RACING ALBERTA as of Sunday, October 4, 2026, pending review by the Director, Regulatory and Supervisor of Racing, Chuck Ibey, of an incident which occurred on Saturday, September 26, 2026 at Century Mile Racetrack and Casino involving the horse “THE GREAT CAPTAIN”.
The incident involved directing the trainer to take the horse “THE GREAT CAPTAIN” to the track between races and train the horse in spite of the fact the horse had been scratched from the 1st race on Saturday, September 26, 2026 by the Official Veterinarian for lameness.
The Director, Regulatory and Supervisor of Racing will be reviewing Mr. Howlett’s conduct towards the Official Veterinarian, Dr. Dale Gibson.
