POLICY NO.RLP013I
This policy presents expectations and procedures for foreign drivers and jockeys coming to Alberta, Canada to compete in horse racing.
ELIGIBILITY REQUIREMENTS
1. Licensing
a) Foreign drivers and jockeys must hold a valid apprentice or journeyman driver or jockey licence from their home jurisdiction that is recognized by Horse Racing Alberta.
b) Applicants must provide documentation verifying their licence is in good standing and includes a history of any disciplinary actions.
2. Immigration and Work Authorization
Foreign drivers and jockeys must comply with Canadian immigration laws and present valid passports, driver or jockey work permits or visas allowing participation in Alberta racing events.
3. Driver/Jockey Experience
a) Applicants must demonstrate recent and relevant professional experience, including:
i. Documentation of a valid driver or jockey license and evidence of participation in races within their home jurisdiction or in Canada during the past 12 months.
ii. Letters of good standing from their home jurisdiction, including officials or racing associations.
4. Medical Clearance
A current medical examination certificate within the last 12 months, including an eye examination.
5. Insurance Coverage
a) Foreign drivers or jockeys must provide proof of comprehensive insurance covering hospitalization and liability while licensed as a driver or jockey in Alberta with a minimum coverage of $200,000.00 and/or;
b) Proof of Alberta Health Care Insurance.
APPLICATION PROCESS
1. Submission of Documentation
a) Applications for licensing must be submitted to Horse Racing Alberta at least 1 week prior to exercising a horse. All documentation must be received by the judges or stewards before the first race in which the driver or jockey intends to participate. Required documents include:
- Valid licence and letter of good standing
- Work authorization documents
- Medical and vision certificate
- Proof of insurance
2. Background Check
a) Horse Racing Alberta will conduct a background check to verify the applicant's racing history, conduct, and compliance with the standards of the jurisdiction of origin.
3. Review and Approval
a) Applications will be reviewed by the Horse Racing Alberta Judges or Stewards board. Approval will be granted at the discretion of the judges or stewards based on eligibility and adherence to policy requirements.
PARTICIPATION RULES
1. Temporary Licenses
Foreign drivers or jockeys may be granted a temporary licence specific to the dates and events applied for. The licence duration and conditions will be outlined by HRA.
2. Compliance with Alberta Racing Rules
a) Foreign drivers or jockeys are required to familiarize themselves with and adhere to the Rules of Standardbred, Thoroughbred, or Quarter Horse Racing in Alberta.
b) All drivers and jockeys must attend a mandatory orientation before participating in any race.
3. Safety Protocols
Foreign drivers and jockeys must comply with all safety standards, including concussion protocol, pre-race safety checks, equipment inspections, and post-race protocols.
4. Conduct and Integrity
Drivers and Jockeys must maintain professional conduct and comply with HRA's Code of Conduct. Violations may result in immediate suspension or removal from racing privileges.
ENFORCEMENT AND PENALTIES
a) Any foreign driver or jockey found in violation of this policy or Horse Racing Alberta regulations will be subject to disciplinary actions, which may include fines, suspension, or disqualification. Appeals for decisions made under this policy may be submitted in writing to the Horse Racing Alberta Appeals Board within 30 days of the decision.
EVALUATION
The foreign Driver/Jockey Policy will be periodically reviewed and updated as needed to reflect industry standards, regulations, and improvements on best practices.
