2027 Rule Change Process Now Open

Horse Racing Alberta is now accepting submissions for the 2027 Rule Change Process.

The Rule Change Process gives industry stakeholders the opportunity to propose new rules or request changes to existing rules contained in the Rules Governing Horse Racing in Alberta. All submissions are reviewed through a structured process that includes industry feedback, regulatory review, committee evaluation, and final approval by the Horse Racing Alberta Board of Directors.

Key Dates

  • October 15, 2026: Stakeholder deadline to submit Rule Change Petition Forms electronically through thehorses.com.
  • January 15, 2027: Public comment period closes on proposed draft rule changes.
  • February 2027: Regulatory & Licensing Committee reviews submissions and stakeholder feedback.
  • March 2027: Committee recommendations are submitted to the Horse Racing Alberta Board of Directors for final consideration and approval.

How the Process Works

  1. Stakeholders submit proposed rule changes.
  2. HRA Administration, Judges, and Stewards review submissions.
  3. Draft rule proposals are posted for public comment.
  4. The Regulatory & Licensing Committee reviews all feedback and recommendations.
  5. The HRA Board of Directors votes on proposed changes.
  6. Approved rule changes are posted and communicated to stakeholders.
  7. Final approved rules proceed through the Gazette process and are incorporated into the Rules Governing Horse Racing in Alberta.

Stakeholders are encouraged to submit complete petitions and collaborate with affected parties where possible before submission.
