B. Discussion of the Issue and Problem

What specific problems or concerns are involved in this issue?

Officials need jockeys checking in well in advance of their scheduled races to allow sufficient time for preparations, equipment checks, communication with racing officials, participation in the weigh-in process, and drug and/or alcohol testing. When they are late, the races can be delayed, or they may lose their mount.

Who does the issue affect?

All flat racing jockeys.

207 t Attendance at the jockey’s room

(1) *Jockeys must attend at the jockey’s room each *day of the *race meeting to be Weighed at such time as may be designated by the clerk of the scales.

(2) Jockeys must remain in the jockey’s room until their engagements for the day have been completed.

(3) After leaving the jockey’s room the jockey must not return without the consent of the jockey’s room superintendent or the superintendent’s designate.

(4) Jockeys must fulfill all engagements in respect to racing unless excused by the *Stewards board.

What solution does this proposal provide?

Produce a rule that states:

Jockeys must attend the jockeys’ room at least one hour before post time of any race in which they are programmed to ride, unless excused by the stewards.

How will the solution fix the problem?

There would be less chance of jockeys creating delays of races or change of jockeys.

How will the change affect any entities or stakeholders?

This rule would affect the stakeholders in a positive way. There would be less chance of jockeys creating delays of races.

How will you or your organization be affected by the proposed change?

What are the benefits of the proposed change?

Jockey's will be on time and ready to ride their races. Trainers and the betting public will not have to be concerned that there is going to be a jockey change.

What are the possible drawbacks of the proposed change?

None.

HBPA, AQHRA, and Century have all been contacted with no response to date.

All stewards are in favor of the new rule.
