Petition 16-2024: Unregistered Canadian Bred Thoroughbreds

A. Brief Description of the Issue

Rule 153t currently allows the entry of unregistered Canadian bred Thoroughbreds. This change would require Canadian foaled thoroughbred horses to be properly registered in order to be eligible to race.

B. Discussion of the Issue and Problem

What specific problems or concerns are involved in this issue?
The Canadian Thoroughbred Horse Society (C.T.H.S.) was incorporated in 1906 under the federal Live Stock Pedigree Act (presently called the Animal Pedigree Act – 1988) as a national breed organization to assist breeders of Thoroughbred horses in Canada. It is the sole and exclusive registrar of Canadian bred thoroughbreds. The National Office determines the requirements for Canadian-bred status of foals, maintains the breeder membership roster for Canada, compiles statistics and represents Canadian Thoroughbred breeders nationally and internationally.

Amend the language to read:
Rule 153 t Conditions on entering horses in races

(1) A *horse may only be entered in a *horse race if

(a) In the case of a horse entered in a thoroughbred *race, the horse has been registered with The Canadian Thoroughbred Horse Society or, if not Canadian bred, registered in The American Stud Book of The Jockey Club;

Ensure that horses are properly registered, which includes DNA, microchipping, identification, and parentage verification.

They will be required to make sure their horses are properly registered.

What are the benefits of the proposed change?
Closing a loophole that allowed partially registered horses to race.

None.

This has been done. This rule was briefly enacted (with slightly different language in 2021).
