Petition 11-2024: Limiting time on bleeders list

A. Brief Description of the Issue

Horses that exhibit minor EIPH are currently placed on the Bleeders list for 14 days for the first occurrence. If minor bleeding occurs it can potentially limit that amount of starts completed by horses. We are currently faced with horse population issues that can be compounded by this rule.

B. Discussion of the Issue and Problem

What specific problems or concerns are involved in this issue?
If a horse is observed to have bled to a minor level either during a race or official work out it is put on the Bleeders list for 14 days. We would like to present that an additional occurrence of 6 days placed on the Bleeders list at the discretion of the official veterinarian.

C. Possible Solutions and Impact

What solution does this proposal provide?
Provides trainers of horses that experienced minor EIPH as defined by the commission veterinarian are allowed one additional occurrence of 6 days on the bleeders list.

How will the solution fix the problem?
It will allow horses that experience minor EIPH to get back to racing quicker and thus not impacting the Horse Population negatively.

How will the change affect any entities or stakeholders?
It will allow horsemen the opportunity to get minor EIPH situations back to the races quicker and allow the official veterinarian discretion to deal with minor occurrences.

What are the benefits of the proposed change?
Provides the commission veterinarian an opportunity to use discretion for minor EIPH occurrences.

What are the possible drawbacks of the proposed change?
none.

No deletions needed to the current wording. Petition to ask for an additional occurrence that reads as follows:
(a) 6 days for a minor occurrence as defined by the commission Veterinarian
(b) 14 Consecutive Days after the second occurrence
(c) 90 Consecutive days after the third occurrence
(d) 365 consecutive days after the fourth occurrence
