Established by the Horse Racing Alberta Act, the Appeal Tribunal is a quasi-judicial, independent body, comprised of no more than three members, that hears appeals on rulings made by horse racing officials. Decisions of the Appeal Tribunal are made independent of government and Horse Racing Alberta.
Your contributions to comprehensive hearings of appeal requests are built on a commitment to open and transparent proceedings. Two opportunities are currently available on the Appeal Tribunal:
Member: Participating on hearing panels to address disputes of rulings made by horse racing officials under the Horse Racing Alberta Act you will review, analyze and weigh written and oral evidence submitted by parties. Carefully assessing cases based on the facts presented and review of relevant legislation, you will work toward consensus on fair, impartial appeal decisions.
Chair: Providing leadership to the Appeal Tribunal, you will guide members in the hearing process and facilitate decision making, write the decisions rendered, and perform all administrative functions of the Tribunal. With accountability for the governance of the Appeal Tribunal, you will ensurethat procedures and practices are established to support the operations of the Appeal Tribunal and oversee the management of the Appeal Tribunal’s business and affairs.
These roles call for exceptional communication skills, experience in board or committee governance, and an understanding of administrative law and hearing processes. Knowledge of the Alberta horse racing industry and the rules of racing is a considerable asset. A collaborative, consensus focused approach and a reputation for integrity, fairness and principled decision making founded on sound judgment and analysis are essential. Related post-secondary education and a professional designation are desirable. The Appeal Tribunal recognizes the importance of reflecting the diversity of Alberta in its composition and welcomes candidates presenting varied backgrounds, careers, and community leadership.
Appointments are by Ministerial Order for terms of up to three years with the possibility of re-appointment for one additional term. Candidates should be available approximately 4 – 6 days per year for Tribunal activities and be able to travel for hearings; the case load may be higher in the first several months of the appointment as waiting appeals are heard. Members are remunerated by honorarium and travel expenses are reimbursed. Final candidates will be required to undergo a comprehensive background check covering security screening and disclosure statements.
